Who can apply
Criteria stated by the funder on the official source.
Nationality
The deadline page says non-European citizens may apply if the PhD project is in Europe. Tunisia is not a European country, so that condition applies to a Tunisian citizen.
StatedStage of the PhD
Apply when the experimental project is about to start or has just started. A project that began more than six months before the deadline is no longer eligible. The first university-entrance qualification must be no more than eight years old.
StatedField
The project must be experimental basic biomedical research on basic biological phenomena of human life and new scientific knowledge.

The basic monthly stipend is 1,650 euros, plus 150 euros in most countries for minor research costs, plus a country premium. An unmarried fellow in Germany is given as 2,400 euros a month. Insurance and tuition are not covered.
