Nationality
OIST's admissions FAQ says both domestic and international students are eligible and that the PhD programme is fully funded for all students regardless of nationality or citizenship. Tunisia is not named specifically.

A bachelor's, master's or equivalent degree, completed or expected to be completed before the enrolment date.
StatedLanguage
All education and research is in English and Japanese is not required. Applicants whose university did not teach in English submit a TOEFL iBT or IELTS score from the last two years; there is no minimum score.

Transcripts and diploma, a statement of purpose (up to 800 words), a CV, two to five recommendation letters from professorial-level faculty, a passport scan and a recent ID photo.
StatedFunding and what it does not cover
OIST covers full tuition and pays a research assistantship of approximately 2.6 million yen a year (taxable) in the first year, rising with academic progress to about 3.6 million yen. Conference and educational travel is budgeted separately, and students have Gakkensai accident and liability insurance.
