Finland's Startup Permit lets non-EU founders move to Finland to build a fast-growing startup. A team of at least two founders first asks Business Finland for an Eligibility Statement; with a positive statement, each founder applies to the Finnish Immigration Service (Migri) for a residence permit of up to two years, which can be renewed. The team must own at least 60% of the company and work in it full time. Applications are accepted all year.
Who can apply
Nationality
The Startup Permit is for founders from outside the EU. Tunisians need a residence permit to work in Finland, so a Tunisian founding team can use this route.
Team
At least two founders with complementary skills who plan to move to Finland, work full time in the company and hold at least 60% of it.
Business and resources
A concrete business plan, an innovative and scalable idea that stands out globally, and enough resources for the company's early stage and for personal living costs.
Funding and what it does not cover
The Startup Permit is a residence permit, not a grant: it includes no investment or financial support. Founders must show they have resources for the company's early development and for their own living costs. The Migri fee and the minimum personal funds are to be confirmed.
