Nationality
Open to third-country nationals; the German Embassy in Tunis handles applications from Tunisia, and applicants who are not Tunisian must prove usual residence in Tunisia.
StatedQualification
Either a qualification fully recognised in Germany (skilled worker), or a foreign degree or vocational qualification of at least two years, state-recognised in the country of training, or a vocational qualification from a German chamber of commerce abroad.
StatedLanguage
Without full recognition: German at A1 or English at B2, certified by an ALTE-member test provider or TOEFL.
StatedPoints
Without full recognition: at least 6 points for criteria such as partial recognition, language skills, work experience, age, ties to Germany and an eligible spouse or partner.

At least 1,091 euros a month (13,092 euros for 12 months) per the July 2025 checklist, plus private health insurance valid in the Schengen area with at least 30,000 euros of cover.

The Opportunity Card is a residence permit, not a grant. Applicants must show they can cover their living costs (1,091 euros a month in the July 2025 checklist) and pay a 75-euro visa fee in dinars. They may earn money from trial work or a side job of up to 20 hours a week.
