The call is for researchers of any nationality; the FAQ says non-EU nationals are eligible provided they meet the mobility requirement. Tunisia is not named.

You must not have resided or carried out your main activity (work, studies) in Spain (for a Spanish host) or Portugal (for a Portuguese host) for more than 12 months in the three years before the call's deadline.

Funding and what it does not cover
Up to four years of funding: 35,800 euros a year that the host institution spends on the fellow's employment contract, 3,500 euros a year for research costs, and the tuition fees of the doctoral programme, plus a complementary training programme.
