No older than 25 for diploma and undergraduate programmes, and 35 for master's programmes, on 1 July of the year the programme starts.

English at GCE O Level credit 6, IGCSE English (second language) grade C, IELTS 6.0 or TOEFL 550; institutions may test English, Malay or Arabic where relevant.

The ministry lists waived tuition, acceptance, examination, registration and orientation fees; an economy return flight; a monthly personal allowance of BND 500; a monthly meals allowance of BND 150; an annual book allowance of BND 600; residential-college accommodation; a baggage allowance of up to BND 500 outside ASEAN; and comprehensive insurance.
