Applicants must be citizens of designated countries; the 2027 KOICA Scholarship Program Guideline lists Tunisia among the 41 designated African countries. The list changes every year.

All applicants must be government officials and receive an official nomination from their government. In Tunisia the nomination letter comes from the Ministry of Development and International Cooperation.

Master's: bachelor's degree as of 31 July 2026 and preferably 2 years' experience in the field. Doctoral: master's degree and preferably 3 years' experience after it.

Funding and what it does not cover
The 2027 guideline lists full tuition, an economy round-trip flight, dormitory accommodation, a monthly allowance of KRW 1,200,000, a one-time settlement allowance, national health insurance, private medical insurance and a completion grant.
