Nationality
The scholarship page says it is for citizens of non-EU/EEA countries who do not have permanent residence status in Finland and who are liable for tuition. People from outside the EU/EEA and Switzerland are named in the introduction. Tunisia is not named.
StatedEducation
Applicants must be eligible for a master's programme at the University of Helsinki and show excellent results in previous studies. The waiver is requested on the master's application form.
StatedStudy progress
The scholarship lasts two years only if the student studies full time, stated as at least 55 ECTS in a year. Progress is checked after the first year.
