Study in Hungary for Tunisians (Stipendium Hungaricum)
Stipendium Hungaricum, the Hungarian government's scholarship programme, offers a funded way to study in Hungary from Tunisia, with 250 scholarships reserved for Tunisians in 2026-2027. Here are the conditions, amounts and steps to follow while the 2027-2028 call is awaited.
Studying in Hungary for Tunisians: the essentials
Studying in Hungary as a Tunisian with a government scholarship is possible through Stipendium Hungaricum, the Hungarian government's scholarship programme run by the Tempus Public Foundation. For Tunisia, it operates under a memorandum of understanding between the Tunisian Ministry of Higher Education and Scientific Research and Hungary's Ministry of Foreign Affairs and Trade.
For the 2026-2027 academic year, the Tunisian ministry's official notice announced 250 scholarships reserved for Tunisian students at Hungarian public universities. Tunisia is therefore named explicitly: eligibility for Tunisian applicants is confirmed, subject to the conditions of each study level.
This guide summarises the latest call we could verify (2026-2027) and what to watch for the 2027 intake (2027-2028 academic year). Opporiva is free: we never apply on your behalf and we cannot guarantee any outcome.

Timeline: where does the call for the 2027 intake stand?
As of 23 October 2026, the official application portal has not yet published the call for 2027-2028, so the dates for this new cycle are to be confirmed.
For reference, this is how the 2026-2027 cycle ran, as published by the Tempus Public Foundation on its portal:
- 28 October 2025: the 2026-2027 call for applications was published.
- 17 November 2025: the online application system opened.
- 15 January 2026 at 2 p.m. (Central European Time): deadline, both on the Hungarian portal and with the Tunisian ministry.
There is no guarantee the 2027-2028 timeline will be the same. Check the portal's news section regularly, along with announcements from the Tunisian ministry (General Directorate of International Cooperation), which Tunisian universities also share. For 2026-2027, the full call text and the application guide were published on stipendiumhungaricum.hu.

What the scholarship covers (2026-2027 amounts)
According to the Tunisian notice for 2026-2027, the scholarship included:
- a tuition fee waiver;
- a monthly allowance of HUF 43,700 (about EUR 110 according to the notice) for bachelor's, one-tier master's and master's students, paid 12 months a year until graduation;
- for doctoral students, HUF 140,000 per month (about EUR 355) in the first phase (4 semesters), then HUF 180,000 (about EUR 460) in the second phase (4 semesters);
- a place in a university dormitory or a HUF 40,000 contribution to housing costs;
- medical insurance.
These amounts apply to the 2026-2027 cycle. The 2027-2028 figures are to be confirmed in the next call. The bachelor's and master's allowance is modest, so plan a personal budget to cover everyday costs.

Eligibility conditions for Tunisian applicants
The 2026-2027 notice set general conditions and quotas per study level. The general conditions were:
- the application must be approved by the Tunisian ministry's services;
- the degree giving access to the chosen level must be obtained before 1 August 2026;
- the applicant must meet the host institution's language requirements, or take a Hungarian-language preparatory year covered by the scholarship for programmes taught in Hungarian;
- only full-time degree programmes are accepted (bachelor's, one-tier master's, master's, doctorate);
- former scholarship holders cannot apply twice for the same level.
The notice also listed the eligible fields of study for each level. The one-tier master's, for example, was limited to veterinary medicine, architecture and arts programmes (graphic arts, multimedia art, sculpture, painting).
How the 250 scholarships were split in 2026-2027:
- Bachelor's: 35 scholarships; baccalaureate from the June 2025 session, a baccalaureate average of 14 and a mark of 14 in the language of study (English or French); ranked by baccalaureate average.
- One-tier master's: 15 scholarships, same thresholds; medicine, dentistry and pharmacy are not accepted as first or second choice.
- Master's: 130 scholarships; maximum age 28 on 31 December 2025; a bachelor's (licence), engineering or architecture degree (or a Tunis Business School bachelor's or equivalent) from the June 2024 or June 2025 sessions, or final-year enrolment at a public institution in 2025-2026.
- Doctorate: 70 scholarships; a research master's or engineering degree from the June 2024 or June 2025 sessions, or final-year enrolment (second year of a research master's or third year of engineering school) at a public institution in 2025-2026.
For master's and doctoral applicants, ranking used an overall score combining the average mark, repeated years, the exam session passed and the honours grade. The 2027-2028 thresholds and quotas are to be confirmed.

A mandatory two-track application
This step is easy to miss: in 2026-2027, every Tunisian applicant had to submit their file in two places.
- Step 1: apply online on the Hungarian portal apply.stipendiumhungaricum.hu, where you pick your programmes and universities.
- Step 2: register with the Tunisian ministry through the form listed in the notice, then email the complete file as a PDF to the address given in that same notice.
The notice specified that the email address used with the ministry must match the one used on the Hungarian portal, and that files with illegible documents are rejected. A file that reaches only one of the two is not processed. For 2027-2028, take the links and addresses from the new notice rather than reusing last year's.

Documents to prepare
The 2026-2027 list included, among other items:
- a motivation letter of at least one page, written in the language of the programme or in Hungarian;
- a language certificate for the language of instruction, with an English translation;
- copies of degrees and transcripts translated into English (the baccalaureate transcript for bachelor's applicants, all transcripts for master's and doctoral applicants);
- a copy of your passport or national ID card;
- a medical certificate on the programme's template, issued no earlier than 1 November 2025;
- a certificate of enrolment for the current year and a recent photo.
Doctoral applicants also needed a research plan of at least two pages, recommendation letters and a statement from a Hungarian supervisor, to be uploaded to the portal before 15 March 2026 where applicable. For a private or foreign degree, the notice required the equivalence decision, without which the file was rejected.
Start on translations and the medical certificate early: they can take time.

Choosing a programme and preparing to move
The official portal lets you filter programmes by level (bachelor's, master's, doctoral, non-degree) and by institution. The vast majority of programmes are taught in English; a few are taught in Hungarian, German or French. Check each programme page for prerequisites, any entrance exams and costs the scholarship does not cover.
Our advice:
- choose programmes that genuinely fit your background, because a mismatch is easy to spot;
- read the official application guide for the current cycle as soon as it is published;
- do not wait for the last days: the portal itself warns that heavy traffic can slow the system;
- once selected, ask the Hungarian embassy and your host university about the residence permit for study purposes, whose procedure is to be confirmed when you are ready to leave.
