The FAQ says applicants do not need to be US-based or US citizens and encourages applicants of all nationalities, working in any country. Tunisia is not named.

Must be the original founder (sole founder or leading member of the founding team) and primary decision-maker, and work full time (40 hours a week) on the organisation during the 18-month Fellowship. One applicant per organisation.

Funding and what it does not cover

Each Fellow receives US$100,000 in seed funding, paid over 18 months to the Fellow's organisation or fiscal sponsor. For for-profit or hybrid companies it is a recoverable grant, repayable only if within five years the business is valued above US$5 million or has more than US$2 million in revenue with a net profit.
