In short

French Ministry scholarships for master’s and PhD study, submitted by French higher-education institutions, not by students. The 2027 call opened on 2 October 2026. Campus France must receive files by 6 January 2027, 23:59 CET.

Who can apply

Nationality
The 2027 guide reserves the programme for candidates of foreign nationality, nominated by a French higher-education institution; dual nationals who hold French nationality are not eligible. Tunisians are therefore eligible on nationality (Tunisia is not named).
Age
The 2027 guide sets the cut-offs: born after 31 March 1997 for master’s level (at most 29) and after 31 March 1991 for doctoral level (at most 35).
Where you study now
Master’s candidates already studying in France are not eligible; for the PhD, candidates studying abroad have priority.
Fields and duration
Seven areas: biology and health; ecological transition; mathematics and digital technology; engineering sciences; French history, language and civilisation; law and political science; economics and management. Up to 12 months (M2), 24 months (M1) or 36 months (engineering degree); PhD 12, 18 or 36 months. Studies start between 1 September and 30 November 2027; not combinable with another French government, Erasmus+ or AUF scholarship.

Funding and what it does not cover

EUR 1,200/month master's, EUR 2,000/month PhD (2027 session)Amount checked on 23 October 2026

The 2027-session regulations set the monthly allowance at EUR 1,200 for master's and EUR 2,000 for PhD recipients, amounts in force since 1 January 2026. Direct services come on top: economy return airfare, travel within France to the study city, health insurance, help finding housing and cultural activities. Eiffel does not pay tuition, but French government scholarship holders are exempt from tuition for a national degree at a public institution under the Ministry of Higher Education.

Covered

  • Monthly allowance: EUR 1,200 (master's) or EUR 2,000 (PhD), since 1 January 2026
  • Return airfare in the cheapest class, reimbursed up to 50% of the ministry's maximum rate
  • Second-class train or bus from the arrival airport to the study city
  • Temporary health insurance, then free supplementary cover once enrolled in French social security
  • Housing offer (CROUS residence or private home) and cultural outings at student-friendly prices

You pay

  • Tuition outside the exemption (for example private institutions) and course fees
  • Cost of a preliminary language course
  • Optional internships or exchanges abroad (scholarship suspended)
  • Family members (supplementary health cover not extended)

How to apply

  1. Choose an eligible master's or PhD

The programme must fall in one of the seven Eiffel areas and lead to a state-accredited degree at master's level (engineering degrees included) or to a PhD. French programmes delivered abroad or by distance learning are excluded.

  2. Apply to the programme

Apply through the French institution's own procedure. The institution shortlists candidates and commits to enrolling the winners.

  3. Ask the institution to nominate you

Contact the international office or programme director to ask whether it submits Eiffel files and what its internal deadline is; it falls before 6 January 2027, the date by which Campus France must receive files.

  4. Give your documents to the institution

Hand in degrees, transcripts, professional project and signed charter by the institution's date; it uploads the file to the Campus France platform.

  5. Make sure only one institution nominates you

The 2027 guide says a candidate put forward by more than one institution is rejected.

  6. Wait for the results

The institution receives results in the week of 12 April 2027. Campus France sends winners an award letter, which helps with the visa.

Documents to prepare

  • Copy of your identity document (surname, first name, date of birth); the identity entered in the file must follow the MRZ strip
  • CV of up to two pages, in French or English
  • Copies of your latest degrees (date, subject, honours) and any proof of excellence, such as a ranking certificate
  • Transcripts for the last three years
  • Language certificate or diploma, if any
  • Professional project of one to two pages, in French or otherwise English
  • Signed 'Candidate declaration and commitment' charter
  • PhD: thesis project of up to 5 pages, in French or English
  • PhD: reasoned opinion from an outside expert, who must not come from your home institution or country or share your nationality, with the expert's CV (2 pages max)
  • PhD: thesis funding plan; for a 12- or 18-month award, a joint-supervision agreement or co-direction certificate

From Tunisia

Tunisian eligibility: confirmed on nationality, since the 2027 guide reserves the programme for candidates of foreign nationality; only dual nationals who hold French nationality are excluded. The only channel is the French institution: neither Campus France Tunisie nor the embassy files for you. The guide does say the cooperation and cultural action service of the French embassy is consulted to assess the projects of candidates from the country or studying there. Selection also weighs the ministry's priority countries; whether Tunisia is one of them is to be confirmed. For admission and visa preparation, Campus France Tunisie (offices in Tunis, Sousse and Sfax) runs the 'Etudes en France' procedure, whose new platform went live on 1 October 2026; whether it applies to Eiffel winners, and the file fee in dinars, are to be confirmed with Campus France Tunisie. Documents: the guide asks for copies of degrees and transcripts; whether a translation is needed for papers in Arabic is to be confirmed with the institution. Language: the institution must make sure your level matches what the programme requires; attach a language certificate or diploma if you have one. Common mistakes: writing to Campus France Paris instead of the institution; applying at master's level while already studying in France, which makes you ineligible; choosing a French programme delivered in Tunisia or by distance learning, which is not eligible; planning an internship in Tunisia during the scholarship, although an internship in your home country ends the scholarship, even a compulsory one; overlooking the age limit: master's candidates must be born after 31 March 1997. Opporiva is free and never applies on your behalf.
